Dr. Chan received BSc(Eng) and MPhil from the Department of Electrical and Electronic Engineering, the University of Hong Kong. He received PhD from the City University of London in 2000.

After his graduation in 1988, Dr. Chan joined the China Light and Power Company Ltd. He later joined the Department of Electrical Engineering of the Hong Kong Polytechnic as a lecturer and is now an Associate Professor of the Department.

His main research areas are in automation systems and computer applications in power system. Dr. Chan is a member of the IEEE and HKIE. He is also a committee member of the Joint Chapter of PES/IAS/PELS/IE, IEEE Hong Kong Section and the Vice Chairman of the IAEE (HK-China Branch).
